• APUBTA demands the implementation of Section 10 (q) of the HEC ordinance regarding faculty service structure.

ISLAMABAD: All Pakistan Universities BPS Teachers Association (APUBTA) has started struggling against the odd and discriminatory policies of HEC regarding the service structure of university teachers. Due to these policies, forty thousand basic pay scale employees in public sector universities feel highly dissatisfied and it badly affected the overall standards of higher education.

The association brought the issue to the notice of the Chairman HEC on June 29, 2020, and until now, more than thirty meetings have been conducted with the HEC but still, no solution could be found.
In a meeting with the BPS faculty on Oct 14, 2021, HEC committed that the overall review and redrafting of the BPS promotion policy will be completed by the end of November 2021 after consultation with the different stakeholders. A committee was constituted to review and redraft the service rules for BPS faculty as a result of the signed agreement in presence of DC Islamabad Capital Territory. The final report of this committee was shared with the Vice Chancellors of all public sector universities on Dec 2, 2021.
In a meeting with the BPS faculty on March 10, 2022, HEC committed that the BPS promotion issue will be resolved till Mid of May 2022. Another committee was constituted to review and revise the appointment and promotion rules for the BPS faculty. It was notified that the committee will complete the task within four weeks (till 11th April 2022). This is very unfortunate that the solution is still pending and ninety percent of the faculty members in universities are suffering badly.
Regretfully, it is to announce that APUBTA is going to stage a peaceful protest and sit-in in front of the HEC headquarters in Islamabad from December 14, 2022. A meeting in this regard has been conducted with DC (general) in Islamabad for facilitating the peaceful protest and a request is dispatched.
Prime Minister Shabaz Sharif and the Federal Minister for Education are requested to peacefully resolve the matter before the deadline as the teaching community of highly esteemed institutions believes in a dignified solution instead to stage protests on roads.
