ISLAMABAD: The All Pakistan Universities BPS Teachers Association’s President Dr. Sami ur Rahman and GS Dr. Imtiaz Ahmad visited yesterday on January 9 and 10, 2023, at the Islamia University Bahawalpur (IUB) and University of Sargodha (UOS). 

The aim of this visit was to discuss the current issues of the BPS faculty regarding the deprivation of service structure and violation of HEC ordinance by the HEC. This violation has created massive unrest in the career path of the BPS faculty in terms of the fundamental rights of promotion though the same is protected in the HEC ordinance under section 10-q that is granted to TTS, the other group of teachers. Similar blessings are done with the HEC officials in sections 12-2, but unfortunately, discriminatory policies are imposed on BPS Teachers in violation of fundamental rules. 

The president and GS APUBTA expressed that the BPS university teachers are facing severe problems with even one-step promotion that takes usually five to ten years even if the universities administration is willing to do so. It is a blunder that faculty is not given the due fundamental rights of promotion even if they are meeting the tougher criteria of HEC for so-called promotion though the same is re-reappointment. The president further added that this process is discriminatory, and cruel and doesn’t guarantee to secure the fundamental and equal right of promotion as the same is usually advertised and most often the same seat is granted to someone else that has not served the university for a single day. The GS stated that the unrest of such a procedure doesn’t exist in any other department of the country or in the world. Such a blunder is no more tolerable even when the legitimate provision of promotion is granted in the HEC ordinance and the president of Pakistan and the federal ministry of education also strongly recommend the same. Similar recommendations are also issued to HEC by the standing committee of the National Assembly for early resolution of the matter but HEC continuously violates its own ordinance. 

Various faculty members of the university of IBU and UOS attended the meeting and showed their commitment to strive for securing legitimate due rights as the majority are near to their retirements but are stuck on the same scale for years due to the unavailability of service structure. The participants stated that the advertisement for re-reappointment that is a big question mark on the cruel policy and failure of the system. The participants showed their strong affiliation with APUBTA and assured their full support for getting legitimate rights with backdate benefits. 

It is to mention also that HEC is not committed to seeking a quick solution to the existing discriminatory policy and to providing reliable uniform criteria in line with the intact policy of promotion for the TTS teachers and using the usual delay tactics that are no more tolerable for the university teachers.

The president APUBTA declared that if the statutes are not issued this month then APUBTA may opt for other phases of protest and sit-in at Islamabad. 

The protest shall be continued until the right is granted and implemented in universities. The president further stated this campaign of personal intersection with the teachers shall motivate and unite for the next phase of protest in Islamabad if the right of promotion is denied and not secured in a month.

The president APUBTA showed his strong concern over the current discriminatory situation and process of re-reappointment which is continued in violation of the HEC ordinance though it allows an equal opportunity of timely promotion for every faculty.
