Washington (Agencies): The U.S. Navy has relieved Rear Admiral Kevin Smith of his duties as Program Executive Officer for Unmanned and Small Combatants (PEO USC) following a substantiated complaint investigated by the Office of the Naval Inspector General2.

In a statement released on May 27, 2025, the Navy cited “loss of confidence” as the reason for Smith’s removal but did not disclose further details regarding the nature of the complaint. Dr. Brett Seidle, acting Assistant Secretary of the Navy for Research, Development & Acquisition, has taken over Smith’s role, while Melissa Kirkendall, executive director for PEO USC, has assumed temporary responsibilities.

Smith, who had served as PEO USC since June 2023, has now been temporarily reassigned to the staff of Naval Sea Systems Command.

PEO USC oversees the design, development, construction, maintenance, and modernization of various naval systems, including unmanned maritime systems, mine warfare, expeditionary and special warfare systems, and small surface combatants.

Smith’s removal marks the latest in a series of leadership changes within the Navy, reinforcing the service’s commitment to holding leaders accountable when standards are not met.
