KARACHI (Agencies): The provisional No Objection Certificate (NOC) issued by the Registrar Cooperative Societies for the construction of “J,” “X,” and “Y” buildings at the Karimabad Ismailia Multipurpose Cooperative Society Ltd ST2 (KIMCSL) has been revoked due to repeated violations of rules and regulations by the committee, according to informed sources.
On September 27, 2023, the Deputy Registrar Cooperative Societies instructed Imran Arwan Panjwani, the self-proclaimed Honorary Secretary of the society, to appoint an Authorized Consultant Engineer before commencing construction. Additionally, a sub-committee was mandated to oversee the project.
The construction work was required to be awarded through competitive quotations or tenders published in at least three leading newspapers (Sindhi, Urdu, and English). Furthermore, adherence to the approved Building Plan, duly sanctioned by the Sindh Building Control Authority (SBCA), was emphasized.
The Building Plan had to be routed through the office of the Registrar, Cooperative Societies Sindh, as stipulated by Section 32(5) of the Cooperative Societies Act 2020. All construction activities were to comply with the Sindh Public Procurement Act, as specified under Section 32(7) of the same Act.
Payments to contractors were to be made exclusively via crossed cheques, following the recommendation of the Authorized Consultant and proper internal vouched bills. No promotional activities related to the construction were allowed.
Furthermore, the flats within the buildings were to be allocated solely to genuine society members, in strict accordance with the Sindh Cooperative Societies Act/Rules 2020 and approved bylaws.
The Deputy Registrar Cooperative Societies clarified that their office would not assume responsibility for any complications or legal disputes arising from non-compliance. Any violation or failure to meet legal requirements would result in the automatic cancellation of this order, without prior notice.
